Recognition of Palestinian Statehood

Speaker 03: Will announce the recognition of Palestinian statehood at the United Nations on September 22nd.
- This recognition is the beginning of a political process and a peace and security plan.
- The plan has three phases:
  - Phase 1 (Emergency Phase): Cease-fire, release of all hostages, and restoration of humanitarian roads and stabilization of Gaza.
  - Phase 2 (Day After): Organization of Gaza in terms of governance, security, and reconstruction.
  - Phase 3: Perspective of the two states.
Speaker 03: Release of hostages will be a requirement before opening any embassy in Palestine.
Speaker 03: Disagrees with the sequencing of making hostage release a condition for recognition, stating Hamas's objective is to destroy Israel, not create a Palestinian state.
Speaker 03: The recognition process and accompanying peace plan are a precondition to isolate Hamas and offer a political perspective to Palestinians.
